Bill C-84 Beastiality and Animal Fighting

On February 7th, Jordan Reichert of the Animal Protection Party of Canada presented as a witness to the Standing Committee on Justice and Human Rights regarding proposed amendments to Bill C-84. While the APPC supports the changes to the Criminal Code on the issues of beastiality and animal fighting, these amendments amount to considerably little considering the tremendous suffering caused to animals across Canada each year in the meat, dairy, and egg industry, to name a few. With three important animal bills (S-203, S-214, and S-238) currently trying to make their way through parliament before the next election, why is the government focused on this bill which would make only small changes?

What Bill C-84 will accomplish

Effectively, amendments proposed for Bill C-84, as they currently stand, will make sexual contact with an animal illegal. Right now, it is only illegal to have sexual penetration with an animal. These leaves the door open for numerous other abuses of both animals and other vulnerable individuals, such as children. While many animal use activities, such as artificially impregnating cows in the dairy industry, will still be legal, other sexual acts with animals with intent will not be.

In regards to animal fighting, a broader net will be cast in the language relating to this offence to discourage people’s participation and empower enforcement. Adding the wording “promotes, arranges,” and “receives money for or takes part in” increases acknowledgement of the breadth of processes behind the organizing of animal fighting rings.  Including the “the training, transporting or breeding of animals or birds” is also an important acknowledgement that the arena is the end game, not the sum of animal fighting.  While cock fighting still exists, the new wording which describes the less species specific “arena” is essential to bring the law into the contemporary context of animal fighting.

How you can help pass Bill C-84.

It is always wonderful when we have the opportunity to participate in the formation of legislative changes that will improve protections for animals, but there is so much more work that needs to be done. We need to see a much larger overhaul of the Criminal Code in consideration of animals, but also a shift in our political attitude towards animals.

Every politician will tell you they love animals, but few will do more that go after low hanging fruit on animal welfare policy to pad their reputation. As a political party dedicated to protecting animals and the environment, this is simply unacceptable. We need your help to continue to fight for the bills going through parliament, but also to hold the mainstream political parties accountable for their weak policy protecting animals.
